Test connection only proves the login works. Check data access tries one small read per data set and tells you exactly which permission is missing.

The most common problem by far: the Enrollments (rosters) permission was never enabled. Courses and sections import fine, so everything looks right, but no student is placed in any section and nOS can't answer questions about individual students.
